Sheila Milne

Sheila Milne

Senior Manager, Trade and Customs Practice, KPMG

Sheila Milne specializes in US Duty Drawback and has over 19 years of experience establishing drawback programs for hundreds of clients. She has participated in all aspects of drawback including privilege applications, assessments, filing for refunds, developing internal processes and procedures, protests, CBP audits, claim validations, etc. Additionally, Sheila has assisted clients with their compliance strategies and procedures; and provided US Duty Drawback training to multi-national companies.

Prior to joining KPMG in May 2018, Sheila spent six years leading the US Duty Drawback group at one of the nation’s largest import brokers. She established policies and controls needed to facilitate compliant programs for each client. Sheila has assisted many importers and exporters establish complex duty drawback programs when their trade activity included entry into foreign trade zones, reconciliation, post entry activity including protests and prior disclosures, free trade agreements, first sale, and duty assessments as section 301.

Sean Miner is a Manager with the firm’s U.S. Trade and Customs Practice based in the Washington DC office. Sean is a Licensed Customs Broker and has experience in international trade policy, import and export compliance, and trade data analysis, transformation, and automation. He has 10 years of experience in managing data and has helped lead duty drawback engagements as a project manager, including both on the operations side and the data management side.

Sean has strong knowledge of trade policy with significant experience analyzing global trade issues at Washington, DC-based think tanks, the Peterson Institute for International Economics (PIIE), and the Atlantic Council. At these organizations, Sean researched trade policy issues and published thought leadership pieces relating to US-China trade relations, free trade agreements, and the World Trade Organization. As an advisor in KPMG’s Trade & Customs practice, Sean leverages his deep policy experience to actively develop and implement trade solutions for multinational clients.

Simran Sethi is a Senior Global Trade Compliance practitioner working with OCR Services Inc. She heads business development and is responsible for gauging client needs for global trade management automation. She is abreast with the demands of Customs Regulations and helps clients automate their internal trade compliance processes.

Her core area of expertise is Import/Export Compliance, Duty Drawback, Foreign Trade Zones, and Foreign Trade Agreements, Export Licensing along with ITAR Exemptions and EAR Exceptions.

Danny Chavis joined OCR Services in 2007 and has been involved with the company for 15 years in various roles including Product Management and customer implementations. In 2017, he was part of OCR's operations expansion in the UK, which grew OCR’s global presence across Europe and furthered the EASE software solutions suite from an international perspective.

In 2020, he switched opportunities to work within industry at Teledyne FLIR LLC as a Senior Business Analyst for their GTC Technology team. During his time at Teledyne FLIR, he played an integral role on numerous projects aimed at implementing automated export compliance solutions that supported their Consent Agreement with the Department of State. He returned to OCR in 2021 as a Senior Business Manager, now supporting strategic initiatives where he leverages his previous experience at both OCR and within industry to further enhance OCR’s organization and product suite.
