USE OF GENERAL RULES OF INTERPRETATION FOR HS CLASSIFICATIONS

OVERVIEW: This webinar will provide an overview of the Harmonized System (HS) General Rules of Interpretation with explanations and examples. Participants will gain a better understanding of the relationship between the structure and governance of the international HS and U.S. Schedule B and Harmonized Tariff Schedule Schedule (HTS). 

Topics will include:

  1. The international General Rules and additional U.S. Rules of Interpretation for statistical classification 
  2. Similarities and differences between the HS, Schedule B, and HTS 
  3. Applying the General Rules of Interpretation to search for Schedule B export codes

headshotABOUT THE SPEAKER: Mayumi Escalante works in the U.S. Census Bureau's Economic Indicators Division.  As Classification Section Chief for the International Trade Indicator Micro Analysis Branch, she is responsible for coordinating 19,000 Harmonized Tariff Schedule (HTS) numbers for U.S. imports and 9,000 Schedule B export codes with other domestic and international classification systems.  Ms. Escalante represents the U.S. Department of Commerce on the interagency 484(f) Committee, which determines and implements statistical changes to the HTS and the Schedule B.  Through numerous webinars and export compliance seminars, Ms. Escalante informs members of the trade community about commodity classification rules and resources.  She earned a bachelor's degree in Economics from the University of Maryland and a master's certificate in Project Management from the George Washington University.
