OUR CLASSIFICATION PANELISTS:  Panelists will include Thomas Mathew, OCR's Vice President of GTM Solutions, Gerry Horner, former Director, Office of Technology  Evaluation, BIS and OCR's current Director of Training and Onboarding, and Larry Naylor, former Director of Training and Operations at L3, and current President and COO of Naylor 2 Enterprise LLC. Thomas, Gerry, and Larry will share insights and help answer any questions that come up during the webinar.

 

Thomas Mathew - Vice President of GTM Solutions, OCR Services Inc.

Thomas is a seasoned professional with over 28 years of computer engineering, trade compliance, and project management experience. His career has encompassed aerospace and defense, the pharmaceutical industry, electronics, and government. He currently services as Vice President for OCR’s Global Trade Solutions. At OCR he leads global sales and marketing efforts, and is responsible for the development of new trade compliance products and services, working closely with customers and development teams for business requirements, system development and client delivery. His main areas of expertise is on ITAR/EAR Licensing, export shipments and licenses and export controls across US and EU regions. Thomas holds a Bachelor’s degree of Engineering in Computer Science from Bangalore University and holds multiple professional management certificates including a Post Graduate Diploma in Software Management from IIMA, and multiple certifications for Project Management, Software Quality Assurance and other export-import certifications.

 

 

Gerry Horner - Director of Training and Onboarding, OCR Services Inc.

Gerry Horner, Director of Training and Onboarding at OCR Services was part of a multi-agency team at the U.S. Customs Service that developed and implemented the Automated Export System (AES) in 1995. He was key in transitioning AES to the Automated Commercial Environment (ACE) in 2014. Mr. Horner worked for the U.S. Census Bureau from 1989 to 2006 where he was instrumental in leading the operation and maintenance of AES while supporting its users and forming AES reporting requirements in the Foreign Trade and Export Administration Regulations. From 2006 to 2018, he directed the office within the Bureau of Industry and Security (BIS) that warehoused and stewarded AES data and used them to develop BIS systems to measure the effectiveness of BIS's export control system, support policy decisions, and measure exporter compliance. Mr. Horner has a BA in Economics from the University of Maryland, a Masters Certificate in Project Management from George Washington University and a graduate of the Commerce Department’s Executive Leadership Development Program.

 

 

Larry Naylor - President and Chief Operating Officer, Naylor 2 Enterprise LLC

Larry pictureLarry Naylor is currently the President and Chief Operating Officer (COO) for Naylor 2 Enterprise, LLC (N2E). Earlier in his career, Larry gained extensive leadership experience while serving 20 years as a Commissioned Officer in the U.S. Army where he retired as a Lieutenant Colonel (LTC). During his military career, Larry was nominated and assigned to the U.S. Department of State, Directorate of Defense Trade Controls (DDTC) as an Agreements Officer for international export approvals. After his retirement from the U.S. Army, Larry spent 13 years with L3 Technologies, Inc., a 10 Billion Dollar company where he obtained the position as Director of Training and Operations for global trade and Master Trainer, responsible for providing leadership training to a 38,000-employee infrastructure. Larry holds a bachelor’s degree from Western Carolina University and    master’s degree in Human Recourses Development from Webster University and has completed additional studies from the U.S. Army’s                                                                       Command and General Staff College.
